Why these exist
The metal can of an 18650 is the negative terminal, and it wraps around the shoulder right up to the positive cap. If the plastic wrapper is nicked or a nickel strip touches the shoulder, the cell shorts. The ring insulates that shoulder. It is a small part doing a serious job.
Safety — lithium cells are dangerous to work with
A shorted 18650 vents, catches fire, and can explode. Building lithium packs is not a beginner project.
Never solder directly to a cell — the heat damages it. Use a spot welder. Always fit the insulator ring, always inspect the wrapper for nicks and re-wrap any damaged cell, and never mix cells of different capacity, age or brand in a pack.
Work on a non-conductive surface with no loose metal around. Have a way to deal with a fire that does not involve water. Keep cells away from children.
