An object carried with the intention of using it as a weapon is an offensive weapon in law, whatever it looks like. In England and Wales that is an offence under the Prevention of Crime Act 1953 regardless of the object; similar laws apply in many other countries and US states, and "tactical pens" specifically have been treated as offensive weapons by courts. Carrying one on an aircraft is prohibited and it will be confiscated at security.

About the glass breaker
A pointed hardened tip can break tempered side windows in a car. It will not break a laminated windscreen, and an increasing number of modern cars have laminated side glass too, which no pointed breaker will get through. Do not rely on this as your only escape plan.
